The West Texas region is experiencing an odd transition that needs to stop. It has become normal for owners (and their architects) to place the responsibility of construction testing and inspection services on the contractor.

• Lost is the concept of impartial third-party inspection.
• Lost is transparency of results.
• Lost is coordination with the geotechnical engineer.
• Lost are proper testing frequencies.
• Lost are legal protections to the owner and design firms.

Edward will discuss reasons for this trend. Then he will describe the implications. The presentation is more of a discussion with attendees. He will also offer some scary case histories. The intent is to display how this recent trend is dangerous to the owners, which you represent, and to your own firms.
